The Officer Trainees of 69th Batch of IRS (C&CE) had the privilege of having an extensive interaction with Dr. Hasmukh Adhia, Finance Secretary at the NACIN campus in Faridabad today. In a freewheeling discussion with Officer Trainees, the Finance Secretary shared tips to maintain work life balance while facing various challenges in their professional career. He urged them to never lose sight of the motto of service to the nation. The Officer Trainees were encouraged to aspire for all round development of their personalities to be successful officers while imbibing the qualities of hard work, sincerity and efficiency without compromising their integrity. He also impressed upon them about the greater role of IRS in future for making GST more successful through greater cooperation with States and improving the Ease of Doing Business while explaining current dynamics of global economy and its impact on Indian economy.

As you are aware, the Vigilance Awareness week is being observed from 29th October to 3rd November, 2018, with the theme ‘Eradicate Corruption-Build a New India’. CBIC is committed to the cause of eradication of corruption, promoting probity & integrity and thereby contributing to nation building. In this regard, in addition to the Integrity Pledge to be taken by all public servants at 11 A.M. on 29th October 2018, all out efforts may please be taken to engage all the officers & staff, stakeholders and citizens in various activities meant to promote and to educate them about the CBIC’s commitment to this cause.

Government of India’s commitment towards the cause of Swachhta has been paramount. CBIC and its field formations have also been at the forefront in this effort. A Balanced Scorecard/ Index to award the best performing Zones/Directorates towards this cause has been devised. In this context, Director General (HRD) vide DO F. No.8/B/93/HRD (HRM-II)/2018 dated 26th October, 2018 has reminded all Zones/Directorates to identify and inform any two Swachhta projects which can be completed during the current Financial Year. I am confident that all the Chief Commissioners/Directors General shall endeavour to come up with innovative and sustainable Swachhta projects.

CBIC has been placing emphasis on induction of advanced equipment and Non-intrusive inspection technology to facilitate the compliant trade as well as enhance anti-smuggling capabilities. Videoscope is a flexible inspection tool which helps to view concealments in inaccessible areas during examination of goods/vessels/aircrafts and assists in detection of contraband smuggling. As a part of these efforts, the Directorate of Logistics had procured Videoscopes, in May 2017, bulk of which were given to the DRI. I am happy to inform that in the second phase, the procurement of 74 more Videoscopes has been approved by the competent authority. These new Videoscopes shall be inducted over next few months in 20 Zones. I expect Zones concerned to effectively use this new equipment.

On the GST front, to facilitate the trade for a smooth and hassle-free cancellation of registration and to ensure uniformity in the implementation of the provisions of law across the field formations, CBIC has issued a SOP vide circular no. 69/43/2018 dated 26th October 2018. I would request Chief Commissioners concerned to personally look into this and ensure cancellation requests are processed expeditiously.
